One minute, he's shuffling his feet, waving his arms and jumping up and down as if he were in a dance contest at a Rave party.   The next minute, he's railing at the referees with that high-pitched voice rocketing to the rafters.   Will he take a seat? Never.   Coach Ralph Underhill is a picture of intensity, Wright State University's man in perpetual motion.   "I'm intense during a game and I'm intense during practice," Underhill said. "But at the same time, there's no unusual tension on my ballclub. I've always been able to communicate with the guys."   And always, he's won.   WSU's home-opening 84-79 victory over John Carroll pushed Underhill's record to 318-117 - good for a .731 winning percentage - in 16 seasons as the Raiders' coach.   The secret is all in the style. His teams were pressing and fast-breaking long before Loyola Marymount made it popular.   "I've always felt pressure basketball was effective," Underhill said. "I saw the (John) Wooden teams utilize it at UCLA. That was good enough for me."   What isn't good enough for Underhill is mediocrity. He's in his 30th seasonof coaching and he's been a success at all levels starting with his graduate assistantship under John Oldham at Western Kentucky in 1964.   Consider:*      From 1965-71, he won 126 of 156 games, four regional titles and had oneteam finish as state runner-up at Ohio County High School in Hartford, Ky.*      He guided Louisville Manual High School to a 24-6 record and berth in the Kentucky state tournament in 1972.*      He spent six seasons as an assistant at Tennessee-Chattanooga, helping the Moccasins to a record of 125-48 and an NCAA Division II national championship in 1977.   Since taking over the WSU program in 1978, he's had 15 straight winning seasons - 10 seasons with at least 20 victories - and taken the Raiders to the1983 NCAA Division II national title plus a berth in the 1993 NCAA Division I tournament.   "At every level, I've always been to a championship," Underhill said. "My aspirations are still to be at a championship level. It's Division I now and my goal is to get to a Final Four.   "I've still got a big-time competitive attitude about it.
