However, in early 1999 she came under fire by members of her own party for rarely coming to her office. The Dayton Daily News first reported on Clark's extensive absenteeism in December 1998, but on March 12, 1999 County Republican Party Chairman Jeff Jacobson sent her a letter suggesting she either resign or face a no-confidence vote by the party central committee. Jacobson's move came after Clark allegedly told her staff she would only be in the office about once every 90 days, the statutory minimum for elected county office holders. When the issue became public Clark lashed back, claiming Jacobson wanted to oust her so he could have her post for himself. Clark said her extensive absences were because of health problems and compared herself to the late Donna Moon, a city commissioner who died in 1994 after a long battle with ovarian cancer. On March 18, 1999 the Dayton Daily News published a statement by Clark and a responses signed by 15 other GOP officials supporting Jacobson position. On March 22 members of the county GOP central committee voted 172 to 15 on a resolution declaring no confidence in Clark, and requesting she resign. Clark attended the meeting and read from a two-page statement saying her situation has been distorted in media reports. Clark said she is not going to run for re-election in 2000, but has no intention to resign. She left the meeting without taking questions.
