Tullis-Johnson Sept. 18, 1996

  On Sept 18, 1996, John S. Johnson, 44, was shot and killed by Dayton police Detective Harry R. Tullis.

   According to police, Tullis and Officer Tracy A. Vukovic confronted Johnson while patrolling the Arlington Courts public housing complex and found he was carrying marijuana and a handgun. Johnson fled and Tullis chased him on foot. The men struggled, Johnson reached for his gun and Tullis shot him.
  Dayton Metropolitan Housing Authority contracts with police to patrol the city's housing complexes. Officers routinely stop people to determine whether they are trespassing and the check for weapons.
  Police said both men were standing at the time of the shooting, but a neighbor said she saw Johnson fall to the ground before she heard the gunshot.
