Homicides: Cynthia A. Payne
On 2-10-96 city employee Cynthia A. Payne was fatally stabbed more than 50 times, allegedly by her former boyfriend, while her horrified 4-year-old daughter looked on. The day before the murder Payne had sought protection from her alleged assailant, but authorities said the existing law only provides a protection order against a spouse or member of the household.
