Bill Estabrook

  After a single rocky year as Dayton city manager Bill Estabrook was fired from that post on 12-13-95.
   Shortly afterwards Estabrook filed a $100,000 lawsuit against the city, claiming he was dismissed for political reasons.

The lawsuit:

Date filed: Feb. 7, 1996
The plaintiffs: Bill Estabrook, his wife, Nancy, and two Dayton taxpayers.
The defendants: the City of Dayton; Law Director J. Anthony Sawyer; City Commissioners Tony Capizzi, Dean Lovelace, Idotha Bootsie Neal and Richard Zimmer; and Mayor Mike Turner
The suit alleges: breach of contract, political discrimination, civil rights violations and emotional distress. Estabrook claims he was dismissed without a performance evaluation or due process.
The suit seeks: reinstatement or $100,000 in damages.


10-16-94 -- After a 10-month national search, City Commissioners announced the appointment of Paul White as the new city manager
10-19-94 -- White withdrew and commissioners secretly came to a hasty agreement with their second choice, Estabrook.
10-20-94 -- Estabrook's appointment was publicly announced.
12-5-94 -- Estabrook sworn in as city manager.
12-13-95 -- Estabrook fired by the commissioners.
2-7-96 -- Estabrook filed suit against the city., claiming he was fired for political reasons.

Background on Estabrook:

Before coming to Dayton: he was administrator, Manatee County, Florida.
